NCMC Is Here; But Problems Will Persist

Public transit in India has a problem of plenty, on multiple levels. Plenty of obstacles, that is.

Obstacles, such as lack of political will to plan and execute projects at the state level, the Not-In-My-Backyard (NIMBY) syndrome among persons who may or may not be affected by a planned project, a militant civil society, among various others.

One of these obstacles also include the variety of fare collection media. Most cities of India have not been able to replicate successful projects, like Oyster (London), Octopus (Hong Kong), Nol (Dubai), OMNY (New York), on their public transit systems, demonstrating a lack of coordination between the different public transit system operators. Most of such attempts – such as the GO MUMBAI card, designed for a single ticketing system on the BEST and the Mumbai Local – failed miserably, due to the transit operators’ resistance, or a half-baked product, or a private contractor lacking the required expertise to support the project, etc, or a mix of all of them[1]. Although, to be fair, the public transit systems in cities like London, Hong Kong, Dubai, New York etc are run directly or indirectly by a unified city-level transit agency, like Transport for London, Metropolitan Transportation Authority (New York), Roads and Transport Authority (Dubai) and MTR Corporation (Hong Kong) – something which, as conventional wisdom suggests, may be in the realm of impossibility in India.

A national common mobility card had been on the drawing board since 2010. The card was titled “More” – a reference to the peacock – and was first launched in Delhi, for unified payments on the Delhi Metro and DTC buses. This too, failed, due to a lack of effort from all stakeholders. Delhi Metro, DTC and the Rapid Metro Gurgaon now have the ONE DELHI card, a closed-loop system.

In view of the failures of the past on this front, the Modi government launched the National Common Mobility Card in 2019, with a different approach this time. This time, banks too were involved in the project, and so was the National Payments Corporation of India (NPCI)[2]. Under this new approach, NCMC wasn’t launched as one card, but as a set of technological standards developed by Bharat Electronics Ltd (BEL), the Centre for Development of Advanced Computing (C-DAC), and the NPCI, to be adopted by all transit operators and projects, who are free to choose their own issuer and acquirer banks to run their respective fare collection and management projects. NCMCs mandatorily have to be RuPay contactless cards issued by banks – debit, credit or prepaid – making them eligible to be used for purposes other than public transit fares too.[3] Due to them being RuPay cards issued by banks, it is easy to scale up operations for public transit systems not using automated fare collection (AFC) systems, such as buses.

While now is the closest India has ever come to a truly “national” common mobility card, there is still a long way to go. Cities like Mumbai, Chennai, Kolkata, continue to be very heavily reliant on suburban railway services operated by the concerned zones of the Indian Railways, by using legacy infrastructure. Most importantly, suburban railways, like the mainline long-distance operations, use the proof-of-payment system (PoP) for fare collection. The PoP system entails passengers buying tickets from the ticket windows or online (through the UTS app), and then using the train. The only fare control system, in this case, are random checks by ticket examining staff onboard or at the destination. Most of the times, these random checks are limited to AC trains, and the first-class carriages on non-AC trains. Thus, this makes for a highly inefficient mode of fare collection, control and management, due to the high possibility of fare evasion by passengers.

However, there seems to be no viable alternative to PoP systems on suburban railways. While suburban rail systems currently under construction, such as K-RIDE’s Bengaluru Suburban Rail Project, can adopt the AFC systems, changing the fare collection system on existing systems, and that too, heavily-used systems like the Mumbai Suburban Railway, may prove to be difficult without rebuilding the system from the ground up. Moreover, due to there being different fare classes and products (single journey tickets, return journey tickets, season tickets for first and second class, and also the luggage compartment), converting to AFC systems is all the more difficult.

Chennai: MTC Staff Disconnects GPS Trackers In Small Bus, Skip Interior Routes

In what can only be deemed a major embarrassment for the Metropolitan Transport Corporation (MTC) of Chennai, crewmembers belonging to the Chromepet Depot (CR/CW) were found to have disconnected the vehicle tracking devices and skipping interior regions in mini-bus routes. These buses, operating as “Small Bus” are generally operated as feeder services from metro, railway and bus stations to interior regions where the patronage is low.

According to a report in the Times of India, the issue came to light when residents of Chitlapakkam were unable to track the bus S100 that runs from Tambaaram to Chennai International Airport Metro Station. In May 2022, transport minister SS Sivashankar had launched the Chennai Bus app, developed in partnership with Chalo. MTC staff were reported to have disconnected the tracking devices in their bus and then skipped some regions altogether, thus leading to long waiting times. Officials of both the MTC and the Chennai Metro Rail Limited (CMRL) warned the staff and even deputed officials on the buses to ensure that they did not skip any stops or routes.

This brings about an important question. What are we to do when services are being sabotaged by the staff themselves? A general warning is not good enough. There has to be serious consequences. A lack of pay or suspension without pay or even termination of employment would ideally make the best sense. At the end of the day, public transport is largely non-profitable and is funded by taxpayer money.

On another note, since MTC has brought back AC buses after a long time, maybe MTC could consider running AC mini-buses on certain routes, especially feeders for the metro.

Prototypes Seem To Have Arrived For MahaMetro’s Nashik Metro-Neo

In 2019, former Maharashtra Chief Minister Devendra Fadnavis approved a rubber-tyred metro – the first in the country called the Metro Neo for the city of Nashik. While other smaller cities were considering light rail transit – now called MetroLite – Nashik went on a different route.

Two lines have been proposed by the Maharashtra Metro Rail Corporation (MahaMetro) for the Metro Neo in Nashik, totaling 30 stations across 32 km.. Below is a map of the same.

A rubber-tyred metro is essentially a hybrid of road and rail technology. In many ways it is like a combination of a bus rapid transit system (BRTS) and a light rail transit system (LRTS).

Nashik’s Metro Neo system got approval from the state government in August 2019, and the detailed project report (DPR) was sent to the Centre in June 2020. It was approved by the Centre in 2020 and eventually ₹2,092 crore was allotted to it by Union Finance Minister Nirmala Sitharaman in January 2021 as part of the annual union budget.

In April 2021, MahaMetro invited an Expression of Interest (EoI) for manufacture and supply of the trolleybuses that would run using an overhead catenary.

Now, on 27 August 2021, Praveen Mudholkar, a journalist working for BBC Marathi, tweeted out two videos of what looked like prototypes for the rolling stock. You can take a look below.

One can make out the MahaMetro logo and the Metro Neo logo on the sides of the vehicle as well as the vestibule. While it is not clear who is the manufacturer, the rear windshield resembles that of Tata Motors’ Marcopolo/Starbus series of buses. However, the video was taken in Nagpur, and Tata Motors manufactures its buses at Dharwad, Karnataka.

A thought did occur to me on this. In 2018, when MahaMetro awarded the tenders for Pune Metro’s rolling stock to Titagarh Firema, it was reported that while 25 per cent of the trains would be manufactured at Firema’s plant in Italy, the remaining would be manufactured at MahaMetro’s facility in Nagpur.

This Is What Asia’s Largest Bus Station Looks Like From Above

After a lengthy gap, I’ve managed to come across another delightful drone image, this time it is one something that I have been looking for over the last year and a half. Throughout the pandemic and subsequent lockdowns, we have seen aerial drone shots of different bus stations, depots and even a metro depot.

This is an aerial view of Asia’s largest bus terminus. Now before you get confused, this is not the erstwhile Millenium Park depot from Delhi. This is the Chennai Mofussil Bus Terminus (CMBT) officially known as the Puratchi Thalaivar Dr M. G. R Bus Terminus located at Koyambedu in Chennai. Spread over 37 acres, it serves as a common bus terminus for all outstation buses operated by the six Tamil Nadu State Transport Corporations (TNSTC) and the State Express Transport Corporation (SETC) while also serving buses to other states including the Karnataka State Road Transport Corporation (KSRTC) and Kerala State Road Transport Corporation (KSRTC). Till 2018, it also served Andhra Pradesh and Telangana-buses and buses of the Andhra Pradesh State Road Transport Coporation (APSRTC) and Telangana State Road Transport Corporation (TSRTC), which have since been shifted to the Madhavaram Mofussil Bus Terminus (MMBT) in the northern suburbs of the city. It is also a major terminal for buses operated by the Metropolitan Transport Corporation (MTC), that is located at the front.

Apart from this, CMBT also houses a Metro station (officially the Puratchi Thalaivi Dr. J. Jayalalithaa CMBT Metro Station). The bus station was built in the early 2000s to decongest the earlier terminal located at Broadway near the Madras High Court. Behind the terminus is the Koyambedu Wholesale Market, the Chennai Contract Carriage Bus Terminus that caters to private outstation buses and the depot for the Green Line of the Chennai Metro.

PMPML Gets Flak For Brilliant Plans To Monetise Network With Shops At Bus Stops

Last week, the Pune Mahanagar Parivahan Mahamandal Limited (PMPML) launched a tender worth ₹45 crore under the Smart Cities Mission to set up 1,500 smart bus stops which included a 5x5x7 feet shop and kiosk. According officials of the corporation, the aim of this plan is to monetise bus stops, which makes sense given that the PMPML is currently sitting with a financial deficit of ₹600 crores.

However, the move has not gone down with certain people. Various groups including women’s organisations and others (interestingly described as ‘sundry’ by Pune Mirror in its not-so-neutral report) are opposing the move on rather flimsy grounds. They claim that the stalls will attract paan, bidi, gutka and cigarette shops which in turn will invite loiterers who might cause an inconvenience to female commuters. They have demanded that the corporation junk the plan and look at advertising and corporate social responsibility (CSR).

While advertising is lucrative, it’s scope is limited. As for CSR, the lesser said, the better. Now, the important question is, why is this move important. PMPML wants to implement these new bus shelters on all the bus rapid transit system (BRTS; also known as Rainbow) corridors as well as on major prime routes. It requires a total of 4,200 shelters across Pune and Pimpri-Chinchwad, and currently has only 1,996 shelters and that figure includes 749 stainless steel shelters (similar to the ones in Mumbai) and 110 BRTS shelters.

The argument that this move will only attract paan-bidi stalls is an assumption. So far, no bus station (except maybe a few in scattered rural parts of India) has a paan-bidi or gutka stall on its premises. The same goes for metro stations. Along with this comes a question: Which paan-bidi stall will go thru a government bidding process to set up a stall when the proprietor can easily set up a stall elsewhere. Next point: Most such stalls are invariably located next to our just outside a restaurant or a bar, often attached to them but accessible from the outside. That’s where the business comes. People go there after drinking or eating. Why would they come to a bus stop if the profit motive is limited?

Going forward that this opposition is based on an assumption, let us review some precedents.

In 2015, the Ahmedabad Janmarg Limited (AJL), facing increasing losses decided to start renting out space to banks to set up ATMs. Then, it went a step further and approved a plan to set up a tea stall that would sell refreshments and soft drinks at Maninagar and Nehrunagar Janmarg stations. Of course it is important to note that AJL uses off-board ticketing using AFC gates, much like a metro rail system. The PMPML meanwhile does not have such a system in place for the BRTS. The onus on ensuring that the shops are rented out to the right people lies on the PMPML, but having said that, they would not be stupid enough to rent them out to paan shops.

Taking a leaf out of metro systems’ books across the country; many of them have turned to non-fare revenue to offset losses. This includes auctioning off naming rights of stations, something not feasible for bus stops, advertising on the bus shelters and of course, retailing. This is not just limited to India, it is seen globally at various metro systems across. The largest success stories of this are in Delhi, Mumbai and of course Chennai.

If people are concerned with the size of the shop, that’s the size of many shops on the Mumbai Metro and even the Chennai Metro. The Jai Shree Radhe Soda Pub on the Mumbai Metro and Tibbs Frankie outlet on the Chennai Metro are just slightly larger than the size prescribed by the PMPML. But if the AJL could successfully have done it, why not Pune?

With a burgeoning debt that the corporation is sitting on, non-fare revenue is a great way to ease the burden. Opposing good plans with flimsy excuses, not so good.

Did You Know CoEP Has A PG Diploma In Metro Rail Tech And Electric Mobility?

To all those transport enthusiast there who want to study a course related to transport, but not do a Masters in Planning or Engineering, the College of Engineering, Pune (CoEP) has two options. Both of them are one-year, full time Post Graduate Diploma (PGD) courses: PGD Electric Mobility (PGDEM) and PGD Metro Rail Technology PGDMRT).

Do note: The admission window for the 2020-2021 batch closed in July 2020. You can use this post as a reference for the next year (if the Institute continues with the course; which it probably will).

PGD in Electric Mobility

The PGDEM course is offered by CoEP along with Cummins College of Engineering for Women, the Savitribai Phule Pune University in association with Automotive Research Association of India (ARAI) and the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA).

The course involves EV System Design and Integration, Energy Storage Systems including Lithium Batteries, Fuel Cells, Ultracapacitors and Powertrains.

It also involves thermal design and the mechanical design of EV systems and their components and also Standards, Policies and Regulations on EVs.

PGD in Metro Rail Technology

The PGDMRT course is offered by the Department of Civil Engineering of the CoEP.

Divided into two semesters, the first semester has courses on railways and civil engineering, rail wheel interaction, mechanical traction and electrical traction and a course on elevated structures. The second semester looks at railway signaling and telecommunications, metro rail engineering and has a course on underground structures. The entire course includes site visits to Metro Rail projects and has a project and practical courses.

Sadly, I was too late to notice this for the current academic year. However, on the bright side, it is good that such courses are being offered in our country, especially given that Electric Mobility and Metro Rail is the future.

This is a good chance for those interested in Metro Tech and Electric Mobility.

BKC gets a Gold Coin

Bandra Kurla Complex, known to most people as BKC, the new financial hub of Mumbai,and also the site of the Make in India Centre recently, has got a bonus Gold Coin in terms of transport.

Tata Starbus has bagged an order for its new Diesel-Electric Hybrid AC bus from the MMRDA. These buses will be operated by BEST as part of their fleet, thus complementing their existing AC fleet.

Tata Motors becomes the first Indian manufacturer to bag the single largest order for 25 Tata Starbus Diesel Electric Hybrid Bus from the Mumbai Metropolitan Region Development Authority (MMRDA). The route connects Bandra Kurla Complex (BKC) to Sion, Bandra and Kurla railway stations supporting millions of commuters every day. This city bus is economically viable & eco-friendly - certified by ARAI.

As per a notification on MMRDA’s website, these buses will be owned by MMRDA, maintained by Tata Motors for a period of five years and operated by BEST. Further, they will operate in dedicated bus lanes within BKC, connecting the District to Bandra Railway Station, Kurla Railway Station and Sion Railway Station.

These buses are set to be a game changer. The reasons being:

Now coming to Kurla and Sion Stations.

Sion station is set to get a massive makeover. The road bridge connecting Dharavi /LBS Marg to Rani Laxmi Chowk that houses the entrance to the station is set to be demolished to make way for the Fifth and Sixth railway lines connecting Ghatkopar to CST. This means that the station entrance will be shifted, and is good news in the long run.

Kurla Station [West] is the proposed site for MMRDA for the Station Area Transit Improvement Scheme [SATIS], which will see an elevated platform for buses and autos, similar to the structure at Thane Station West.

The new buses will mostly be housed at BEST’s newest depot, the Kala Killa Depot [KK] which was earlier an empty plot adjacent to the Dharavi Depot where buses of the Kurla Depot were parked during its reconstruction. The depot became operational on 31st January 2016.

Another major project for BKC is a ropeway. After CIDCO proposed a ropeway between Vashi and Kopar Khairane and Vashi and Ghatkopar, the MMRDA has now proposed a new ropeway connecting Kurla and BKC. The ropeway has been considered on this route given the congestion and taking land availability as well.

Another update on this stretch is from the Mumbai Metro Rail Corporation Limited [MMRCL].

Amidst all controversy and outrage from Environmentalists and the National Green Tribunal [NGT], the latter of which has failed to do its duty and rakes up controversy needlessly, the MMRCL has silently been doing a good job in acquiring land for the underground Metro which will connect Colaba, Cuffee Parade, BKC Mumbai International Airport and SEEPZ.


With all these updates, the city’s newest Business District is all set to be given the premium connectivity it deserves.

How Amaravati can be a True Smart City

Amaravati, the upcoming capital of Andhra Pradesh, is touted to be a major game changer in Indian cities. While it will be the fourth major planned State Capital, after Bhubaneshwar, Chandigarh and Gandhinagar, it will be the first major Smart City in India as a State Capital.

The Capital Region Development Authority [CRDA] which is the planning authority for the upcoming city has planned to have 9 sub-cities of 6000 acres each and three metro rail corridors.

Among other plans, Amaravati is also poised to get a transparent, underwater tunnel through the River Krishna as well.

Now, all this sure sounds rosy on paper, but fancy stuff isn’t what we’re looking for right now. What we need is functionality. Here are some key pointers that I have decided to put across for Amaravati’s transport, which will help livability in the city massively.

Theoretical Stuff

Start a new unified transit body

Create a new entity from scratch for Amaravati’s transport. That’s right. A new entity, solely for transport within the Capital Region. It can be either a Municipal-run body like BEST, or a State-run body like MTC. However, this body should be a Unified body on the lines of Transport for London [TfL] or New York’s Metropolitan Transit Authority [MTA]. Let this authority or agency handle buses, trains, and also be a nodal point for autorickshaws/taxis. The Transco can also be jointly managed by all three levels of government. Road related works can remain under existing agencies like the Public Works Department or Andhra Pradesh Road Development Corporation

Keep out of existing Establishments

Amaravati must not rely on APSRTC or Indian Railways for its Transport. Buses in Hyderabad were earlier run by the APSRTC, and now by the TSRTC. Rail transit for the new city must be independent of Indian Railways, to prevent congestion and avoid red-tapism on the network like on the Mumbai Suburban Railway. MSRTC operates inter-city buses in Mumbai. BEST operates intra-city services. The other transcos [NMMT, TMT, MBMT, et al] handle services between the different jurisdictions within the MMR. Amaravti might be made up of multiple Municipal bodies for Vijayawada, Guntur and the upcoming city, but transport within these regions must be kept for a single entity that exclusively serves it.

Practical Stuff

Underground Metro Corridors

Since the entire city is being built from scratch, the entire Metro corridor needs to be built underground. This will help keep the city aesthetically appealing. If elevated corridors are built, they should use the 25m segment like what Mumbai Metro 1 and incorporate the cantilever station design of the Hyderabad Metro.

Bus Rapid Transit Systems

Amaravti has the potential to make Bus Rapid Transit Systems [BRTS] work more efficiently than other cities including Ahmedabad and Surat. It can implement them on a large scale as a feeder system to the aforementioned Metro systems. Again, since the city is being built from scratch, bus lanes can be made signal free, making them truly rapid. Trolleybuses, or even trams can be run to make it more eco-friendly.

Smart Buses

The new Transco that was spoken about earlier needs to make itself ready for the year it was built for and not the 1950s. All buses need to be fitted with a Passenger Information System [PIS], as well as a system to allow the visually-impaired know the route number and destination of the bus. Let the bus be traceable using GPS, develop a smartphone app as well as a website for commuters to be able to use. Use GPRS-enabled always online ETMs similar to what the cluster buses of Delhi use, except ensure that they use Smart Cards for passes and prepaid payment systems like what BEST has achieved in Mumbai. Ensure that the fleet is an even mix of AC and non AC buses, if getting a fully-AC fleet is not possible. Additionally, encourage corporate bodies to take up bus clusters similar to Delhi on a Public-Private partnership.

Cycle-Friendliness

Amaravati must ensure that roads are built with proper cycle lanes that are separated from pedestrian lanes and motorised traffic. Encourage the usage of cycles, and incentivise riding them. Public cycles should be introduced. Use a smart card for parking spaces and renting cycles.

Accessibility

All roads must feature properly laid and leveled pedestrian walkways as well as ramps for the differently-abled. With the Prime Minister stressing on the word Divyang for differently-abled people, it is imperative that this is taken up seriously. Traffic signals must be fitted with audio devices to let visually-impaired people know that they can cross the road. Bus stops should feature Braille signage and pavements should feature a tactile path similar to the one in Metro stations.

Smart Design and Technology

All roads must be designed with ducts for cables, pipelines, and other channels to prevent them from being dug up very often. This is similar to what is done in Mumbai and Bangalore [the latter thru TenderSURE]. Roads should be laid using plastic waste to recycle the waste as well as make the road long lasting. Electric cables should be underground to prevent accidents. Traffic signals, bus stops, footbridges, parking lots, benches, should be fitted with CCTV cameras for safety and security, as well as fitted with solar panels to generate power as well as provide shade.

Common Payment instrument

A super crucial point, a Common Payment Instrument must be instituted across the city. A single smart card should be used for Metro, Buses, BRTS, Cycles, etc. This model is followed abroad in many places. Like several cities abroad, NFC-enabled smartphones can be used as a payment mechanism. As stated earlier for buses, an App could be developed for buses, trains, availability of cycles and payments. Keep it simple silly!

TAXIS and autos

Autos, while seen as a burden on the roads by many, are very crucial. Electric Rickshaws can be mandated to keep the air clean. Similarly, permits should be issued for regular taxis, similar to the Cool Cabs and regular Kaali-Peelis of Mumbai. However, these auto and taxi drivers must be given a loan to purchase a GPS-enabled Fare Meter that can support RFID/NFC payments so that people can use the aforementioned smart cards and phone payment methods. Sitting on the banks of the Krishna river, Amaravati can make use of this natural resource. A network of channels can also be built across the city, with boats, similar to Allepy.

 

Overall, the future of Amaravati seems to be quite bright, with Chandrababu Naidu as the Chief Minister of Andhra Pradesh. I just hope some of these suggestions are taken seriously.
