The Extra Tax on AC Buses needs to go

Recently, the Government of India decided, in order to expand its Tax Base, to implement an additional Sales Tax on Air Conditioned Stage Coaches. According to notification, a service tax of 15% is applicable on 40% of all revenues collected from AC bus services. This works out to roughly a 6% increase in ticket fares.

While BEST has reduced its fares, leading us to believe that the new fare structure incorporates this 6% increase, others have hiked fares. TSRTC Hyderabad and BMTC have increased the cost of a Daily Pass from ₹150 and ₹140 to ₹160 and ₹150 respectively, BEST has reduced it from ₹200 to ₹150. MSRTC charges a rupee extra for its Shivneri/Ashwamedh services, though this has been there from somewhere in April, thus making it probably unrelated.

While I am for government measures to increase the tax base, this is most certainly not the right way. Let the government start taxing rich farmers instead. The reasons I’m opposed to this tax are:

BEST – We all know the story behind BEST and its Purple Faeries. Barring a few buses from the Oshiwara Depot, these buses are pathetically underpowered, have terribly low-powered airconditioning. They struggle to climb simple slopes. Their Volvo fleet is in good shape however. However, in light of the recent fare reduction, I guess we can give BEST a breather in this section.

BMTC – The first to implement the new Tax, the BMTC had a very interesting thing to do. They used to issue the regular ticket with the ETMS, but charge the Tax with the old Punched tickets. Thus, I used to get a ₹20 printed ticket and a ₹1 punched ticket. BMTC finally managed to incorporate this tax on the ETMs, but now I have pay ₹22 because the Tax amount is rounded off to the next rupee irrespective of how much it is. However, this move is unwarranted because BMTC buses are bad. The older FA series of Volvo buses are rickety, pollute a lot and water leaks in thru the emergency exits. The Corona fleet have buses where the airconditioning just does not work. The newer 57F series Volvos rarely come to the Public because they spend most of their time on Corporate trips for the ORRCA or Manyata Embassy Tech Park.

MTC – Possibly among the worst Volvo fleet, MTC has 100 odd buses which are in horrendous conditions. Buses creak, and reapairs carried out are not what one you’d expect in a Volvo. Damages sections of the exterior and interior are usually patched up with Substandard Aluminium that is used in the regular buses instead of Volvo’s standard Steel or Glass. If this is the condition of the exterior, you can imagine how the Engine or AC might be. However, knowing TN, they might have not implemented this tax as it goes against the populist nature of the state.

DTC – The worst AC bus fleet that I have seen, DTCs Ashok Leyland buses and Tata Marcopolo buses at times do what no other Transco’s buses do. The BEST Cerita AC struggles while climbing a slope. The BMTC Corona AC struggles when the bus is in heavy traffic. The DTC AshLey and Marco AC struggles when the bus is on regular traffic, and even on minor downward slopes! With the maximum fare on an AC bus set to ₹25, this tax is most certainly a welcome move. Delhi is used to subsidies and cheap stuff and it is high time that AC bus fares were increased in the capital.

TSRTC – TSRTC has also increased its fares, but I am confused on which side to take. TSRTC has among the best Volvo fleets in the country, atleast in Hyderabad. The buses are maintained well, operate on good routes and frequencies, and are in general above expectations. However, the fares are already on the higher side, and thus the extra bit is a little unwarranted.

On the whole, I think this Additional Tax needs to be rolled back. It’s a bad idea to tax the Middle Class more. The upper class doesn’t take the bus, the lower class doesn’t take an AC bus. As always, increasing the Tax Base comes and burns the Middle Class pocket.

BEST Announces Revised Fare Structure

Two months after BEST announced its intentions to rationalise fares, BEST has kept its promise and revised them.

BEST has already started the new AC routes [AS310, AS415, AS71, AS72]  proposed, and as of 1st July 2016, the new fares are in operation..

The new BEST committee headed by the BJP has done well in giving BEST the necessary shot in the arm.

The new rates are close to half of the earlier ones.

The usual conditions, such as 15 paise nutrition surcharge, concessional fares for children below 12, flat fare of ₹2 for visually-impaired passengers, additional charge of ₹1/₹5 for non-AC/AC buses beyond MCGM limits and luggage rates are applicable.

Passes and Happy Hours

For passes, monthly and quarterly rates have been reduced. For Daily Passes, the rates for the non-AC passes are the same. The AC Magic Day Pass now costs ₹150, as was the case before the April 2015 fare revision.

A separate fare structure exists for Children, which costs roughly half the regular adult fare.

The concept of Happy Hours has been introduced, between 1100hrs and 1700hrs [11am to 5pm]. During Happy Hours, all passes are sold at the rate of Child Passes.

A friend reported that post the fare revision, a ₹105 trip from the JVLR/Jay Coach Junction to Airoli in an AS524 now costs ₹65.

This would mean that a trip from Thane Station [East] to Borivali Station [East] on AS700 would cost around ₹75-80 instead of ₹120, bringing it on par with TMT AC65 and NMMT AC131.

Similarly, Agarkar Chowk to Mulund Check Naka Bus Station on As422 should cost ₹60 instead of ₹100.

All this brings BEST on par with NMMT and TMT in terms of fares. Interestingly, while NMMT/TMT have hiked their fares in view of the recent introduction of a 6% Luxury Tax by the Government of India, similar to BMTC and TSRTC, BEST has reduced the fares. One would have to assume that the new reduced fares are inclusive of this surcharge.

Now, with the new fare structure in place, BEST needs to work on a few things, mostly dealing with its AC fleet. They are:

  • Fix the Cerita fleet. Get them in working order as long as they are around. Some of them have been converted into non-AC buses to replace the Starbus fleet that has been taken off the roads.
  • Get those 46 Volvos from Asian Concierge. Crucial for BEST to remain in the competition.
  • Reintroduce routes such as AS422, AS4, AS1 on Sundays.
  • Reintroduce discontinued routes such as AS505 to take on NMMT’s AC105.

BEST is certainly moving in the right direction. With a few more steps, it can soon recover its losses and be a role model for other Transcos.

#YogaDay special: Yoga and its contribution to Public Transport

Today is International Yoga Day, something that was recognised by the United Nations last year.

Not many people are aware of the immense contributions that Yoga has had on Public Transport.

We often hear negative news about Staff and Employees of Transcos allegedly harassing commuters. Sometimes, we also hear about bus drivers moving down people. While, I don’t want to get into the specifics of all of this, let us look into the root cause of all of this.

All of them have a common cause: Stress.
A bus driver and conductors job is most certainly not the easiest task in the world. It requires a lot of skill and patience. Drivers have to put up with traffic jams, negligent and rash drivers, bad roads, and also passengers who don’t board/disembark through proper doorways or at specific bus stops. This adds to a lot of stress.
A conductor has to deal with people not giving change, rude passengers, passengers boarding/disembarking via the wrong pathways or at bus stops, people not moving to emptier sections of the bus, etc. This, again adds to the stress.
Now, multiply these instance by multiple passengers, number of trips, depot officials asking for fuel reports and fare collections, and you have a perfect recipe for a Nervous Breakdown.

To reduce the load on the staff, several Transcos decided to take up Employee Care measures by introducing Yoga, and Meditions sessions.

MTC has mandatory yoga sessions for staff involved in accidents. They also have sessions to prevent a stress overload, as well as sessions on effective communication and life skills. Similarly, KaSRTC, too has sent its staff to Yoga and rehabilitation to help reduce alcoholism among its staff members.

Others, such as BEST, MSRTC, and BMTC too have had sessions on meditation, anger management, and relaxation to keep staff at ease during long working schedules in order to help reduce stress levels and increase productivity.

Yoga is something we should be proud of. It is pretty much a Soft Power that originated in India. It was earlier laughed off by critics, but today is accepted as an international practice.

Hats off to the government for promoting Yoga as a stress-buster and natural relaxant. If people practiced Yoga on a regular basis, it would help everyone. A stress-free and relaxed person has the ability to keep calm in tense situations, and altercations may be avoided. If everyone is in such a state, imagine the transport scenario will also be one which people would look forward to.

A sneak peak at BMTC’s and MCTD’s ITS

A lot has been said about Smart Cities and Smart Transport. Earlier, a post on Smart Bus Stops made an appearance as well. This article aims to cover the Intelligent Transport System [ITS] of two Southern Cities: The Bangalore Metropolitan Transport Corporation [BMTC] in Bengaluru and the Mysore City Transport Division of the KSRTC in Mysuru.

Bangalore

BMTC has recently rolled out their [ITS]. I managed to get a chance to talk to someone in the Office of the Chief Systems Manager at Shanthinagar today.

The ITS is being implemented by Trimax Infra, who earlier implemented the Electronic Ticketing System for BEST, RSRTC, and UPSRTC.

Here is what I gathered. The ITS is being implemented in three parts:

  • Electronic Ticketing Machines: Trimax has deployed 10,000 Verifone ETMs to 39 depots of the BMTC and trained 7,000 of its drivers. The earlier used Quantum Aeon machines were junked in favour of the new ones which BMTC claims was to enable compatibility with RFID-smart cards. Real-time monitoring of ticket sales is possible, although not being used.
  • Tracking of Vehicles: Every bus has been fitted with a GPS-based tracker which can be tracked online, or via an app.
  • Public Information System: Under the PIS, displays have been installed at major bus stations to inform the public of which bus is arriving soon. This is similar to what several BEST bus stops on the Western Express Highway have, and what Coimbatore was experimenting with in the post on Smart Bus Stops.

All three components of the ITS are already in operation with the PIS displays installed only at select Bus Stations. BMTC has decided to go for an Open Data Policy, thereby allowing developers to build apps and interfaces with an API to access the data from the ITS.

Smart Cards are not part of the ITS project. They are being done separately and are due to be rolled out in 3-6 months with all the Pass Issuing Centres being upgraded to issue Smart Cards.

A chat with a conductor later did explain the shortcomings with the ETMs, although Trimax does take quick action on faulty equipment.

Mysore

The Mysore City Transport Department [MCTD] of the Karnataka State Road Transport Corporation [KSRTC], also has an ITS in place, called the Mysore Intelligent TRAansport System, known as MITRA. MITRA was formally inaugurated in 2012 by the then Minister for Transport R Ashoka.

Among MITRA’s aims are:

  • Real-time monitoring and tracking of buses and help reduce road congestion and other transport issues.
  • ITS improves passenger safety, fleet efficiency, services and traffic situation through transmission of real time information.

According to the MITRA microsite, it’s components are:

  • Vehicle Tracking
  • Real Time Passenger Information System
  • Electronic Display Systems

Mysore was smart enough to implement it before the situation got out of hand and sought funds from the World Bank under GEF and JnNURM.

As part of MITRA, the MCTD recorded the pronunciation of every bus stop name, fitted buses with LED Displays, Speakers, set up display units at Bus Shelters, as well as trained its staff to handle the system. An app was also released less than a month ago for commuters to be able to get bus details as well as fare details on their phone.

KSRTC also ran a User Satisfaction Survey, which showed positive results. The entire results of the survey can be seen here.

While MITRA may not seem as fancy as BMTC’s ITS, it is most certainly benefiting commuters positively and helping promote Public Transport in Mysore. One hope that BEST learns a lesson from this, when restarting its own ITS.

Both BMTC and MCTD built a huge control room with a server to handle the large volume of data. Data is crucial to any project that involves the common man, mainly for operational efficiency.

[Unsung Heroes] A candid chat with a BMTC conductor

Today, I had the luck of having a candid chat with a BMTC Volvo conductor at Shanthinagar. Here is a quick summary of what all I learned:

  • Lack of confidence in the new ticketing machines: The new Verifone ticket machines [procured by Trimax, yes the same Trimax who set up BEST’s system]. Apparently, these new machines hardly last for the sale of 100 tickets before the battery dies out. This, happens on a full charge after being plugged in for 6 hours. The earlier Quantumn Aeon machines, still being used by KSRTC lasts a full two days on a full charge. The new machines are also prone to system crashes, and lack of connection to the server. He equated the new ETMs with the AC Tata Marcopolo buses, which frequently broke down [similar to BEST’s Purple Faeries].
  • Frequent breakdowns due to complete lack of maintenance: He said that all buses, including the Corona and Volvo fleet were not maintained at all and were prone to breakdowns, especially on Airport services. If a bus broke down on the road, it would lead to them getting a Challan from the Traffic Police, and if it happened in a Bus Station, BMTC would issue a memo. The fines would get deducted from the salaries of both the driver and conductor. Due to this happening, cases of staff committing suicide has also seen a significant rise. He mentioned that these would go unreported more often than not.
  • Actions taken on faulty parts: When any LED display got spoiled, conductors and depot workers normally try to fix it. They have gained knowledge on fixing the circuit after years of experience. However, if the administration, got wind of it, they’d junk it and procure a fresh piece which would normally cost anywhere from ₹50,000 to ₹1,50,000.
  • Kickbacks while purchasing buses: Apparently, babus and politicians have got huge kickbacks while buses were purchased, resulting in losses to the exchequer.
  • Lack of attention from higher ups: Complaints about faulty equipment, breakdowns, etc go unheard. Staff is supposed to fill out their feedback and personnel details and put in into a box, which goes unseen for ages.

Overall, he said that BMTC alone could fill a book in terms of mismanagement, maladministration, and general negligence on the part of the higher officials.

He further added, that due to the additional 6% Luxury tax charged by the government, which BMTC has not yet integrated into the Electronic Ticketing System, conductors have to sell the extra surcharge as paper tickets and keep a stagewise log of these extra tickets being sold.

I was told that the reason BMTC discarded the earlier machines for the new one was to enable RFID integration for the near-future Smart Card rollout, which is rather strange, because according to MicroFx and Quantum Aeon,the ETMs used earlier were RFID enabled.

BKC gets a Gold Coin

Bandra Kurla Complex, known to most people as BKC, the new financial hub of Mumbai,and also the site of the Make in India Centre recently, has got a bonus Gold Coin in terms of transport.

Tata Starbus has bagged an order for its new Diesel-Electric Hybrid AC bus from the MMRDA. These buses will be operated by BEST as part of their fleet, thus complementing their existing AC fleet.

Tata Motors becomes the first Indian manufacturer to bag the single largest order for 25 Tata Starbus Diesel Electric Hybrid Bus from the Mumbai Metropolitan Region Development Authority (MMRDA). The route connects Bandra Kurla Complex (BKC) to Sion, Bandra and Kurla railway stations supporting millions of commuters every day. This city bus is economically viable & eco-friendly - certified by ARAI.

As per a notification on MMRDA’s website, these buses will be owned by MMRDA, maintained by Tata Motors for a period of five years and operated by BEST. Further, they will operate in dedicated bus lanes within BKC, connecting the District to Bandra Railway Station, Kurla Railway Station and Sion Railway Station.

These buses are set to be a game changer. The reasons being:

Now coming to Kurla and Sion Stations.

Sion station is set to get a massive makeover. The road bridge connecting Dharavi /LBS Marg to Rani Laxmi Chowk that houses the entrance to the station is set to be demolished to make way for the Fifth and Sixth railway lines connecting Ghatkopar to CST. This means that the station entrance will be shifted, and is good news in the long run.

Kurla Station [West] is the proposed site for MMRDA for the Station Area Transit Improvement Scheme [SATIS], which will see an elevated platform for buses and autos, similar to the structure at Thane Station West.

The new buses will mostly be housed at BEST’s newest depot, the Kala Killa Depot [KK] which was earlier an empty plot adjacent to the Dharavi Depot where buses of the Kurla Depot were parked during its reconstruction. The depot became operational on 31st January 2016.

Another major project for BKC is a ropeway. After CIDCO proposed a ropeway between Vashi and Kopar Khairane and Vashi and Ghatkopar, the MMRDA has now proposed a new ropeway connecting Kurla and BKC. The ropeway has been considered on this route given the congestion and taking land availability as well.

Another update on this stretch is from the Mumbai Metro Rail Corporation Limited [MMRCL].

Amidst all controversy and outrage from Environmentalists and the National Green Tribunal [NGT], the latter of which has failed to do its duty and rakes up controversy needlessly, the MMRCL has silently been doing a good job in acquiring land for the underground Metro which will connect Colaba, Cuffee Parade, BKC Mumbai International Airport and SEEPZ.


With all these updates, the city’s newest Business District is all set to be given the premium connectivity it deserves.

The Escape Velocity of JnNURM buses

The Jawaharlal Nehru National Urban Renewal Mission [JnNURM] is probably one of the most well known Government schemes that happened from 2005 to 2014. Anyone living in a big city would know what JnNURM is purely because of the ugly JnNURM logo being plastered everywhere, from buses to flyovers and ultimately to ultrasonic flow-meters used to measure water flow in underground supply systems.

Now flyovers, bridges, skywalks, underpasses, et al, are out of the purview of this article. The discussion is about buses. In 2013, it was announced that the Central government was willing to fund the allotment of an additional 10,000 buses and development of ancillary infrastructure such as Depots, Workshops and Control Rooms.

In a letter addressed to the Chief Secretaries, Principal Secretaries of all States and UTs, Municipal Commissioners and Heads of State Transport Undertakings, the Ministry of Urban Development, Government of India, laid down some important guidelines.

Among the various points mentioned in the above document; Point 3 talks about Definitions. It defines State as a State or Union Territory, a city as a City, Agglomeration, or Metropolitan area defined by the State, and Special Purpose Vehicle [SPV] as meant to run bus services within a city. It also states that existing corporations such as BEST, DTC, BMTC et al, also come under the definition of an SPV. A crucial thing to note here is Point 3.4 which talks about Para-Statals like KSRTC and APSRTC, which can operate buses under JnNURM, but would require an SPV at city level, OR could set up an SPV for a cluster of cities under Point 3.5.

Now, not all transcos followed the JnNURM guidelines. State level transcos as well as their city level counterparts did what was ideally not permitted.

Now let us list out all the violations that were possible; and then examine them case-by-case. This article only deals with the operating body, and jurisdictions. Another article will come soon on violations of bus specifications.

  • Not setting up an SPV to handle JnNURM buses.
  • Using JnNURM buses outside the city or area where they were to be used.
  • Using JnNURM buses for purposes other than Public-Transport.

Now that the violations have been listed, let us examine, on a case by case basis, what each transco did.

Metropolitan Transport Corporation/Tamil Nadu State Transport Corporation

One of the earliest pioneers in the JnNURM violations, the MTC recieved a set of Volvo B7RLEs which it operated inside city limits, on routes such as CMBT-Red Hills or CMBT-Chengalpattu. It also ran on routes such as 588B from Broadway to Mamallapuram, which is acceptable as it is a city route. The issue cropped up when MTC transferred some of its Volvo buses to TNSTC Villupuram, and began using them on various intercity routes such as Chennai-Puducherry, Chennai-Hosur, and Chennai-Trichy. Perhaps its MTC which is innocent and TNSTC which is the culprit.

TNSTC Coimbatore and TNSTC Madurai received non-AC Semi-Low-floor [SLF] buses for intra-city use. These buses were not used on routes outside of their respective cities but there was no SPV created for them. Of course, one may argue that TNSTC Coimbatore’s JnNURM buses were used exclusively in Coimbatore and not in Erode or Ooty and thus TNSTC CBE is not the para-statal here but merely a city-specific transport corporation.

Puducherry Road Transport Corporation

On the lines of the TNSTC-MTC mischief-making duo, the PRTC got itself a set of SLFs under JnNURM. PRTC hardly used any of them in its capital city. Instead, it chose to ply them between Pondicherry and Karaikal. One may argue that there is nothing wrong in this as they are two parts of Pondi only. They then ran them on East Coast Road [ECR] along with the TNSTC VPM Volvos. This, made them serial offenders, just like the others.

Kerala State Road Transport Corporation

Another arty and masterful violator, KeSRTC received Volvo B7RLEs for use in Kochi and Thiruvananthapuram. What did they do with these? Run them on intercity routes, of course. No SPV was created. The Central Government stepped in and objected to this violation, going so far as taking KeSRTC to court.

However, being crafty, the KeSRTC found a work-around for this. The court order affected only buses belonging to the Kochi division, prompting KeSRTC to transfer most of these buses to the Thrivananthapuram division. The reason? These buses were super-profitable and KeSRTC otherwise had only one Volvo service between Trivandrum and Bangalore, which was running at a loss due to KaSRTCs super-efficiency.

In November 2014, KeSRTC finally created an SPV called the Kerala Urban Road Transport Corporation [KURTC] exclusively for JnNURM buses, thus making it an SPV for a cluster of cities.

Among the most ethical State Transport Undertakings in India, KaSRTC has actually followed most of the rules in the book. However, it did  miss out on a few:

KaSRTC has lived up by trying to follow norms as much as possible. One just hopes that Mysore and Mangalore get their own transport corporations soon.

Andhra Pradesh State Road Transport Corporation/Telangana State Road Transport Corporation

The APSRTC, during the United Andhra days operated JnNURM buses in Hyderabad, and Visakhapatnam. It continues to operate the latter, while its younger sibling the TSRTC has taken over the erstwhile capital. There is no SPV to handle city operations. One hopes that the upcoming capital of Amaravati will have its own Transco, with funding under AMRUT.

Along with this, several of the Volvo “Metro Luxury” buses have found their way to intercity routes, both in AP and Telangana.

Another serial offender, Haryana Roadways has both non-AC buses like the above, as well as Volvo B7RLEs, both of which, were allotted to the Faridabad division. Once again, there is no SPV here, and these buses always operate on the Gurgaon-Faridabad-Ballabgarh route. Buses that operate within Gurgaon, however, are non JnNURM buses.

The BMTC, one of the largest beneficiaries under JnNURM, is a mere crook among the no-goodniks of the Transport world. It’s only violation of the JnNURM guidelines? Renting out buses. A large chunk of BMTCs revenue comes from leasing out its Volvo fleet to the IT sector for dedicated pickup and drop trips. The BMTC quickly rectified this however by purchasing brand new Volvo buses and deputing the JnNURM ones for Public Transport. A good move to conform to norms, but the downside? The IT sector gets the really good buses, the rest of us, nothing.

Another small-time crook in the world of the Mafioso, BESTs only mistake in violating JnNURM guidelines was leasing out its Second-Generation Cerita [yep, them Purple Faeries] to Air India to ferry passengers between the aircraft and the terminal. The cash-strapped body, with annual losses of ~₹700crore needed to monetise its fleet, and did so by leasing them out. However, word has it that the after the Air India agreement ended, BEST has been leasing out its older, First-Generation, Single-Door Cerita buses which were not acquired under JnNURM. In order to further monetise them, BEST put out full body adverts on them, thus turning them into giant, moving billboards.

Now that we’re done with the villainous lot, let’s head to the heroes of the hour!

Jaipur City Transport Services Limited

This SPV was set up by the Rajasthan State Road Transport Corporation in 2008 to handle city buses in Jaipur. It operates JnNURM buses, other buses as well as the Jaipur BRTS.

Set up to run bus services in Madhya Pradesh’s largest city, Indore, the AiCTSL, operates city buses, as well as the BRTS. It also operates a Radio Cab service in the city.

JnNURM has been scrapped in favour of the Atal Mission for Rejuvenation and Urban Transformation [AMRUT]. While nothing concrete has been set for buses, one hopes that AMRUT paves the way for more intelligent transit in the country.

A Prepaid Card system for Manual Fare Collection

Presenting: #1 on the list of things that shouldn’t be implemented in the transport world, as well as a Logistical Nightmare: A Prepaid Card system for Manual Fare Collection.

Now, the concept of a prepaid card works well with an Automatic Fare Collection system in place, but would it work with a manual one?
Of course it would, why not? However, there are some things that need to be factored in this case.

Presenting, with images [designed by yours truly], a Prepaid Card for Manual Fare Collection Systems, or, a Prepaid Card for Punched Tickets, or a Prepaid Punched Card. Geeks like me will naturally be excited by this idea, as much as we are with out collection of Vintage IBM Punched Cards.

The concept is simple. Like in the case of the BEST Prepaid Card, the Commuter needs to have an ID card. Since we are looking at a non-computerised system, the ID Card can be similar to PMPML’s ID cards, which are nothing but cardboard ID cards with a photo stuck onto it, stamped, a Hologram sticker, and the Users Name, Age, and Address. There is no record kept of the card anywhere. The date of issue is stamped on top, and so is the Serial Number. The same can apply here, except, perhaps a copy of the User information can be kept as backup.

Now, before we go into the actual system, one thing needs to be done: All fares must be rationalised into multiples of 5, like what PMPML did. Once this is done, the rest is a piece of cake.

Now for the Punched Card:

  • Have a card [not a sheet] with a fixed denomination. Ideally ₹200 or ₹500 would be good. A template for a ₹500 is provided below.
  • Since all fares, passes, et al are in denominations of ₹5,  when a passenger buys a ticket, the conductor issues the ticket and punches out the number of ₹5s that have been sold on the card. If a passenger buys a ten rupee ticket, and a 5 rupee ticket, the conductor issues the tickets normally, and punches out 3 5s from the card.

Now, hold on. There is problem here:

In a manual fare collection system, how is the total fare collection calculated?

The entire route is divided into different stages with each stage having a few bus stops. Tickets are issued between two or more stages. At the end of each stage, the conductor writes down the serial number of the ticket on top of the bundle for each denomination onto a log sheet provided. This is often time consuming and this was the reason why ETMs were introduced in the first place. The number of tickets sold per denomination is calculated, multiplied by the denomination, and totalled at the end of the trip. This is then compared with the cash collected. What could be the problem here?

Now, for the aforementioned problem. There will be a major discrepancy in the cash collected vs tickets sold.

How do you solve this?

Simple: Follow the BMTC method of Daily Passes!

In 2010, BMTC had introduced the Concept of Loyalty Cards; an ID card valid for one year, priced at ₹25 instead of the ₹100 ID card which Monthly Pass holders had for a three year period. Then, they charged ₹5 extra for people who wanted non-AC Daily Passes but did not have either the ID Card or the Loyalty Card. The net result? BMTC conductors had to carry two different sets of passes, one for the ID holders and one for others. They sold passes and ensured that ID holders filled in their details.

The Transco just has to give out a second set of tickets for Prepaid Card Holders. Colour code them if needed, or keep an identifying pattern on them. Issue them to Prepaid card holders only. This will supremely increase the work-load of conductors, but then, that is precisely why this article starts with the equivalent of a “Do not attempt this at home.” kind of warning.

Impact of this ridiculous idea:

  • Conductors will work more.
  • The Organisation will have to print more tickets.
  • Passengers may increase.

So there you have it folks, as stated earlier, Do Not Attempt This At Home. This needs to be junked and never implemented, but who knows? Somewhere, someone might just be doing this!

The BEST way to Imagica

BEST recently announced that it would ply AC services to Imagica.

Yep, you heard that right. BEST, which has been incurring heavy losses for several years now, has decided it will ply AC buses to Imagica. Apart from this, BEST has managed to get Diamond Traders to sign a ₹80,000 agreement for bus services from Andheri to Seepz.

BEST is also looking at tying up with IPL to provide bus connectivity to stadiums during matches, something that BMTC has been doing for the past few years.

BEST also announced that they were in talks with Essel World to provide buses.

The bus to Imagica leaves from CST at 7am in the morning and costs ₹500 for a round trip. Tickets can be booked the previous night on Imagica’s website.

Now, the question is, what buses is BEST using? Since it is a weekend bus, they can probably use the Volvo on Sunday when AS-4 is not operational.

Using them Purple Faeries on this route, would severely ruin BEST’s image as only a handful of them are good, mostly from the Oshiwara Depot.

The BEST must not make the BMTC mistake however. BMTC rents out its newer Volvo buses to corporate bodies such as Manayata Embassy Business Park [MEPB] and the Outer Ring Road Companies Association [ORRCA] and leaves the older, much older KA-01-FA series Volvo buses for the public to use. This is a good opportunity for BEST to resurrect the pathetic image that the AC fleet today has earned and replace it with the Premium luxury one that MSRTC enjoys for itself. BEST must ensure that all six Volvo buses don’t go for corporate trips leaving us at the mercy of the Purple Faeries. The Volvo buses must continue running on AS-4 and be used on the Fort Pheri services instead of idling at Backbay Depot. Similarly, BEST can use the AC buses that arrive at Colaba Depot as AS-9 on similar ring routes in SoBo with a subsidised fare to make them lucrative. This is needed, to keep the fleet running.

All said and done, I’m now excited at the prospect of seeing a BEST bus on the Mumbai-Pune Expressway and hope to get to click a photograph soon.

Stop and Go

So, how do Bus Conductors tell the bus driver to start the bus, and stop the bus at a bus stop?

There are various ways. In this article, I’m going to explore the different ways they are done, as well as delve a bit into the operations of buses of two non Indian cities, where a conductor doesn’t ask for a bus to be stopped, but the passenger does.

So let me start with our Desi transcos.

Starting, in no particular order:

BEST, NMMT, PMPML

The BEST Model also applies to NMMT, TMT, MBMT, PMPML, and partly to MSRTC.

Here, there is a bell next to the driver, with a bell-pull that goes upto the back of the bus. The rope of the bell pull is looped through several hoops, enabling the conductor to pull it from wherever he is standing. He pulls the rope and the bell rings. A single ring signifies stop, and a double ring signifies go. In MSRTC buses, especially at night, a double ring while the bus is in motion is to inform the driver to switch off or switch on the lights. Since BEST AC buses have only a front door functional, the driver knows when to stop or move the bus, while in the case of NMMT and TMT, the rear doors rarely open.

MSRTC

This is very prevalent in the Hirakani [Asiad] buses. It is similar to the bell-pull, but with a twist. Instead of a bell, an electric bell is installed near the Driver. A wire casing runs along the roof of length the bus, with bell switches after every three seats. The conductor presses the switch once for stop, twice for go, and twice in motion for the lights.

BMTC and KSRTC

One of the most interesting methods, no bus of BMTC has ever had a bell pull for the last decade. The conductor here, tells the driver to stop or move. He or she yells, that’s right, yells! The phrases used are Hold for stop and Right for go. Of course, Hold often sounds like Hold It, or Whole Day, and Right sounds like a Britisher saying the word, with stress on the ‘r’ and the ‘ight’ sounding like ‘oit’. This happens in the Vajra as well. Few conductors carry a whistle with them, blow it once for stop and twice for go, but most of them prefer shouting it out.

MTC and TNSTC

Older MTC and TNSTC buses had a bell pull in them, with the same ringing order as BEST. However, newer buses, especially the semi-low floor buses that came with the advent of JnNURM buses didn’t have these. In these buses, the conductor officially carries a whistle, and blows it; once for stop and twice to go.

DTC

DTC is a unique case. The conductor doesn’t tell the driver to stop or go. The driver stops, and looks at the mirror and leaves. However, this does get a bit confusing, given that nobody in Delhi seems to follow the enter from the rear, exit from the front rule. I wonder how the driver manages.

 

And now, for something completely different …

MTA

Metropolitan Transit Authority [MTA] buses in New York have a system where the passenger tells the driver that he or she wants to disembark at the next stop, since there is no conductor. How I wish, the BMTC was a bit smarter in this regard.

If you are a fan of the 1990s Nickelodeon animated TV show Hey Arnold!, you would notice that in the very first episode, Downtown as Fruits, you’d notice that Gerald refrains from pulling the bell-pull to indicate the stop.

MTA buses used to have a bell-pull along the length of the bus, next to the window, which a passenger could pull to indicate that they wanted to disembark at the next stop. These were subsequently phased out in 1980, with a yellow touch-sensitive tape on the walls that passengers would use instead. Once considered a relic of the bygone era, they made a comeback in 2009. Many a passengers were surprised, especially the old-timers, who were overjoyed on seeing something from their generation return, followed by the youngsters, who had never seen them before.

TfL

Transport for London [TfL], which operates the red London bus, which is what BEST buses were originally modelled on, have a bell-switch on the support poles within a bus. Indian buses, most notably Tata Marcopolo buses also have these, but they are not in use.

Of course, knowing the British, it is not surprising when I heard of a driver who left a note saying BELLS NOT WORKING, If you want Bus to stop, Yell Ding Ding.
